ANNOUNCEMENT: ANNOUNCING THE CONTINUATION OF THE COMMUNITY ANTI-DRUG COALITION MINI-GRANT PROGRAM FOR FY 2007


Funded by the Department of Children and Families’ Substance Abuse Program Office and Managed by Florida State University’s Florida Center for Prevention Research

PLEASE NOTE: Registration and travel for up to two persons to the Annual Prevention Conference will only be paid for this year through a Phase 1 minigrant.

Mini-Grant Application Submission Dates

Mini-Grants will be awarded in three phases. Phase 1 applications may be submitted September 1, 2006, Phase 2 applications may be submitted October 10, 2006, and Phase 3 applications may be submitted November 10, 2006. Contracts for Phase 1 contracts are estimated to begin September 20, 2006. All projects must end by May 15, 2007.


Amount of Mini-Grants, Eligible Projects, and Method of Payment


Mini-Grants will be funded up to $484,737 in total awards. Mini-Grants can range up to $20,000 for Level 1, 2, and 3 coalitions and up to $10,000 for level 4 coalitions. The minimum amount of a mini-grant is $5,000 for level 1, 2, and 3 coalitions and $3,000 for level 4 coalitions.

Awards will be made for projects that are based on deficiencies or weaknesses that were reported in the Coalition Strategic Prevention Framework Survey. Awards may include reimbursement of travel and registration related to attendance of up to two coalition members at 2006 Florida Statewide Prevention Conference, September 20 – 22, in Orlando at the Caribe Royal Hotel.

These grants will be cost reimbursement grants. Coalitions awarded these grants may receive an advance not to exceed 25 percent of total award. All future payments will be based on documented actual expenditures.


Definitions of Levels 1, 2, 3, and 4 Coalitions


Level 1 are “sustaining” coalitions that have implemented all 5 steps of the Strategic Prevention Framework and are very active and effective. A Level 1 coalition scored 24 or above on the Coalition Strategic Prevention Framework Survey.

Level 2 are “maturing” coalitions that have a strategic plan based on a data driven needs assessment, have a broad membership that meets regularly and has stable funding. A Level 2 coalition scored between 23 and 16 on the Coalition Strategic Prevention Framework Survey.

Level 3 are “functioning” coalitions that are recognized by their community, have some limited funding to support their infrastructure, may have completed an assessment and strategic plan but they are incomplete. A Level 3 coalition scored between 15 and 8 on the Coalition Strategic Prevention Framework Survey.

Level 4 are “establishing” coalitions that is a coalition that is just getting started; membership is represented by only a few community segments; they have uncertain funding; members have some training; but, they have not conducted an assessment and have no strategic plan. A Level 4 coalition scored 7 or below on the Coalition Strategic Prevention Framework Survey.


Qualification Requirements

A coalition must have completed the Coalition Strategic Prevention Framework Survey available at http://fcpr.fsu.edu/minigrants/.

A coalition must be a 501(c)(3) Florida corporation in good standing or affiliated with a 501(c)(3) Florida corporation in good standing, a governmental agency, or possess a letter of agreement with a 501(c)(3) Florida corporation in good standing to be the coalition’s fiscal agent.

A coalition must be capable of documenting grant expenditures in accordance with the state rules and regulation and submitting that documentation to the University to support their invoice.

PLEASE NOTE: Requests for reimbursement of travel costs to the 2006 Florida Statewide Prevention Conference will only be approved as part of a Phase 1 Mini-Grant Application.
